1.To ensure the Administration of essential Public Services, during the current pandemic.

2.Enable the delivery of Microsoft Teams and Office365 through the existing Halton Cloud platform.

3.The limitations placed upon the authority following the full procurement procedure would have a detrimental impact upon the pricing available to the authority as well as the operational impact of any delivery delay.
