In pursuance to Regulation 8 of the Health Protection (Coronavirus, Restrictions) (England) Regulations 2020 (“Regulations”) Halton Borough Council hereby designates the officers named below as designated persons and such officers may take such action as is necessary to enforce any requirement of regulation 4 or 5 of the Regulations: Deana Perchard, Stephen Burrows, Isobel Mason, Paul Thompson, Christopher Ramsay, Anthony Wrighton, Jeanette Pope, Lynne Clark, Kim Davies, Lynsay Gill, Phillip Wilson, Albert Miller- Lawson, Carol Blake, Sarah Hurley, Mohammed Nasim, Kate Hughes, Sean Jackson

In order to assist businesses who occupy premises owned by the Council during this difficult period, the Council is willing to consider a temporary waiver of rents.

Halton Borough Council hereby appoints the officers named below to enforce the above regulations and such officers are designated by the Secretary of State to take such action as is necessary to enforce a closure or restriction imposed by those regulations.Deana Perchard

To approve the proposed fees and charges for 2020/21 and 2021/22 as set out in the report to Executive Board 19/03/20

To recommend Council to approve the changes to the Constitution as set out in the Executive Board report 19/03/20

to approve the grant allocations as set out in the executive Board report 19/03/20

To note the actions of the Chief Executive as set out in the Executive Board report 19/03/20

To endorse the approach to access crossings criteria as set out in the Executive Board report 19/03/20

To approve a procurement process to be undertaken by HBC as lead authority for the LCR Partner Provider Arrangement as set out in the Executive Board report 19/03/20

To approve a spot purchase arrangement as set out in the report to Executive Board 19/03/20

To approve delegated authority to finalise the Joint Working Agreement

To approve the Section 117 Policy and Procedure

To approve the Strategy and Delivery Plan

To note the report to Executive Board 19/03/20 and to agree the no change option as detailed in section 4

to receive the report and approve the Action Plan
