kingsway quarter widnes town centre - key decision

Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012

 

Notice is hereby given that under Regulation 10 of the above, Councillor Philbin, as Vice-Chair of the Corporate Policy and Performance Board, has agreed to the following item of business being considered as a Key Decision, as the item of business is considered urgent and cannot reasonably be deferred for the reason stated below:

 

REASON:

 

The Council has secured funding from the Combined Authority to fund a regeneration framework in the town centre which has the Kingsway site as a prominent development site. This funding has to be spent by the end of March 2025 and we urgently need to procure a consultant to carry out the work. We are awaiting a decision on some additional funding to demolish the existing leisure centre which is due before the Summer and if this is approved we will need to start preparation for the demolition in early September.

In this case the Board has a discretion to exclude the press and public and, in view of the nature of the business to be transacted, it is RECOMMENDED that under Section 100A(4) of the Local Government Act 1972, having been satisfied that in all the circumstances of the case the public interest in maintaining the exemption outweighs the public interest in disclosing the information, the press and public be excluded from the meeting for the following item(s) of business on the grounds that it involves the likely disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A to the Act.

There is information relating to the financial or business affairs of any particular persons and/or organisations (including the authority holding the information). The Council wishes to maintain its commercial property transactions and information relating to lease arrangements of property assets confidential so that it does not prejudice its other property dealings.

Notice is hereby given that under Regulations 5 and 10 of the above, Councillor Philbin, as Vice-Chair of the Corporate Policy and Performance Board, has agreed to the following item of business being considered as a Key Decision in Part II, as the item of business is considered urgent and cannot reasonably be deferred for the reason stated below:

 

REASON:

 

Deferral would cause a delay in the planned implementation and delivery of the operation of the Council’s crematorium.
